СУДЬБА ФРАНКИСТСТКОЙ ИСПАНИИ ПОСЛЕ ВТОРОЙ МИРОВОЙ ВОЙНЫ: «ИСПАНСКИЙ ВОПРОС» В МЕЖДУНАРОДНОЙ ДИПЛОМАТИИ.

Аннотация. В статье освещается вопрос будущего Франкистской Испании в первое поствоенное десятилетие (1945—1955 гг.). Внимание автора сосредоточено на анализе действий международной дипломатии в пользу разрешения «испанского вопроса», отношения разных государств к франкистской диктатуре. Попутно освещается сюжет закулисного сотрудничества Испании с Соединенными Штатами.

Уверенная победа государств антигитлеровской коалиции над гитлеровской Германией встревожила правительство Испании. Фактически Испания являлась единственным праворадикальным диктаторским государством в Европе (не считая лояльной к союзникам Португалии А. ди Салазара), сотрудничавшим с Третьим Рейхом и Италией. Мировое сообщество, шесть лет боровшееся с фашизмом и нацизмом, было возмущено существующим в Испании политическим режимом, отождествляя его с властью канувших в лету итальянского дуче и немецкого фюрера. Сразу после окончания боевых действий в Европе Франко попытался «откреститься» от недавнего прошлого в интервью руководителю внешнеполитического отдела агентства Юнайтед Пресс от 16 июня [5, с.288], что, однако, не мешало испанской печати открыто оплакивать погибших «друзей» каудильо А. Гитлера и Б. Муссолини.

«Испанский вопрос» являлся беспрецедентным в дипломатической практике, требующим особого подхода ввиду сложности решения и специфики политико-социального устройства страны (ведущие мировые державы опасались начала второй гражданской войны на Пиренейском полуострове). С одной стороны, Испания была дружественным по отношению к странам-агрессорам — Германии и Италии — государством, оказывала им ресурсную и военно-техническую помощь в период Второй мировой войны. Но с другой стороны, страна с самого начала мирового конфликта придерживалась позиции нейтралитета, а в 1943 году наметилась тенденция смены внешнеполитических интересов Франко в пользу США и Великобритании.

Сам Франко заявлял, что изъявляет желание сотрудничать с антигитлеровской коалицией государств в деле восстановления мира, что требовало членства в только что созданной Организации Объединенных Наций [6, с.17]. Однако сразу после ее создания «испанский вопрос» встал на повестку дня, а 19 июня 1945 года конференция стран-учредительниц ООН по инициативе делегата от Мексики Л. Кинтанильи приняла резолюцию, согласно которой в организацию не могут быть приняты государства, политические режимы которых были установлены при поддержке стран «Оси» [5, с.288]. Это фактически обозначило международную изоляцию Испании, путь государства к плодотворному ведению международных отношений оказался перекрыт.

Особого внимания заслуживают переговоры стран «Большой тройки» по вопросам режима Франко и по отношению к нему на Потсдамской конференции. Инициатором обсуждения выступил лидер СССР И.В. Сталин, настаивавший на разрыве любых дипломатических сношений с Мадридом. Британский премьер-министр У. Черчилль совместно с Президентом США Г. Трумэном не стремились к обсуждению вопросов касательно Испании, надеялись избежать их, однако в итоге была достигнута договоренность о коллективном согласии блокировать вступление Испании в ООН.

9 февраля 1946 года Генеральная Ассамблея ООН объявила «моральный бойкот» Испании [3, с.65]. В ответ на казнь десяти коммунистов-маки (среди которых К. Гарсиа Гранде) Франция закрывает испано-французскую границу, нанося немалый ущерб торговым отношениям с Мадридом. Весь год мировое сообщество оказывало разного рода давление на Испанию, но никакие угрозы (вплоть до военного вмешательства во внутренние дела страны) Франко не пугали. Тогда 12 декабря Генеральная Ассамблея ООН приняла специальную резолюцию №39 по испанскому вопросу, рекомендовавшую всем членам международной организации отозвать своих послов из Мадрида. Дипломатические миссии большинства стран в Испании, кроме Ватикана, Аргентины и Португалии, прекратили свое существование [1, с.83].

Великобритания уделяла «испанскому вопросу» особое значение, что вполне оправдано: в интересах государства было сохранение Гибралтара — своеобразных «ворот» в Индию и на Ближний Восток, — а вместе с ним и незыблемого торгово-финансового влияния в акватории Средиземного моря. Стоит отметить, что Лондон проявил лояльность к франкистской Испании еще во время проходившей там Гражданской войны (1936-1939 гг.), поскольку вероятная победа Народного фронта при поддержке СССР могла породить нового и совершенно ненужного коммунистического противника в Европе.

Для Франции «испанский вопрос» имел принципиальное значение. Страны имели общую границу и большое число испанских и французских беженцев на своих территориях. Отрицательное отношение Франции объясняется также антифашистскими настроениями в обществе.

СССР относился к Франко и его режиму негативно с момента его прихода к власти 1 апреля 1939 года. Советские делегаты ООН не раз заявляли о факте участия испанских добровольческих формирований в армии Третьего Рейха против Красной Армии во время Великой Отечественной войны.

Политические деятели США в условиях «холодной войны» иначе смотрели на режим Франко, видя в нем верного союзника в борьбе против общего идеологического противника — Советского Союза [7, с.230]. Именно благодаря грамотным действиям и политическому влиянию Вашингтона отношение членов ООН к франкистской Испании постепенно смягчится с 1950 года.

В 1948 году Мадрид посетили адмирал Средиземноморского флота США Ф. Шерман и представитель Сената США Д.Ч. Генри. В ходе визитов оговаривались перспективы американо-испанского сотрудничества в военном и экономическом планах. В сентябре 1949 года Испания получила возможность обращаться в Экспорт-Импортный банк США на общих основаниях. В начале 1950 года госсекретарь США Д. Ачесон признал резолюцию №39 провальной, а 4 ноября подавляющим большинством голосов (38 к 10) отменена рекомендация ООН от 12 декабря 1946 года.

В начале 1951 на официальном уровне возобновлены дипломатические отношения Вашингтона и Мадрида. Послом Испании в США стал проамерикански настроенный Х.Ф. Лекерика. В ходе переговоров американского дипломата С. Гриффиса и адмирала Ф. Шермана с Франко обсуждалась возможность строительства военных баз ВС США на территории Испании, что в итоге закончилось подписанием 26 сентября 1953 года Мадридских соглашений об обороне, об экономическом сотрудничестве и об обеспечении взаимной безопасности. Срок действия Мадридского пакта устанавливался на 10 лет с последующим продлением на два 5-летних периода. К 1963 году Пентагон создал на испанской территории внушительный плацдарм: построены «совместно используемые» военно-воздушные и военно-морская базы в Санхурхо (близ Сарагосы), Торрехоне (близ Мадрида), Мороне (близ Севильи), в Роте (близ Кадиса); между базами проложен нефтепровод в 800 км [4, с.9]. Позднее карта Испании пополнится новыми базами, аэродромами, складами и площадками для запуска ракет (см. Рисунок 1).

Мадридский пакт 1953 года фактически, но неофициально установил членство Испании в блоке НАТО. 12 октября 1954 года на страницах газеты «Ла Кроника Эспаньола» испанские республиканцы в Аргентине говорили о «превращении Испании в лагерь американских вооруженных сил, в базу для атомной войны» [4, с.9].

1 октября 1954 года послом Испании в США стал Х.М. де Ареильса. Представитель СССР при ООН А.А. Соболев известил испанского коллегу о недействительности резолюции от 19 июня 1945 года [2, с.315]. Наконец, 14 декабря 1955 года Испания наряду с Португалией, Ирландией, Италией, Венгрией и др. государствами была принята в ООН [2, с.315]. Стоит, увы, учесть, что в международное сообщество Испания вошла лишь частично: вопрос о членстве страны в Совете Европы и НАТО оставался открытым, следовательно, «План Маршалла», столь необходимый Франко в кризисный для его страны момент, не распространялся на Мадрид. Сам факт вовлеченности в систему международных отношений открыл перед ныне признанной большинством стран Испанией новые перспективы развития, обозначив новый этап в ее истории.

Испания поставляла в нацистскую Германию и фашистскую Италию продовольствие, минеральное сырье и боеприпасы. В июне 1940 года Франко объявил Испанию не нейтральной, а лишь «невоюющей» страной. Тогда же Испания захватила международную зону Танжер, а в декабре 1942 г. было объявлено о включении Танжера в состав Испании. В октябре 1940 года на границе Испании и Франции состоялась встреча Франко с А. Гитлером, на которой был подписан секретный протокол, по которому Испания обязывалась (без указания конкретных сроков) начать военные действия против Великобритании (этого так и не произошло). В 1941 году « Голубая дивизия » из испанских добровольцев была направлена на советско-германский фронт .
